Indo-European Summer Academy 2025 – Nuclear Technology Session

At the Indo‑European Summer Academy 2025, Chanakya University hosted a session led by Ruhee Neog, Director of the Institute of Peace and Conflict Studies (IPCS), New Delhi, and Dr. Tanvi Kulkarni, Policy Fellow at the Asia‑Pacific Leadership Network for Nuclear Non‑proliferation and Disarmament (APLN).

Ms. Neog specializes in nuclear strategy and Indian foreign policy. She leads IPCS’s research agenda on nuclear politics and has held fellowships with the Belfer Center, Stimson Center, and the Nuclear Threat Initiative (stimson.org, ipcircle.org, stanleycenter.org).
Dr. Kulkarni holds a PhD in Diplomacy and Disarmament from Jawaharlal Nehru University. She is a Visiting Fellow at IPCS and a visiting lecturer at Savitribai Phule Pune University (apln.network).

They explored nuclear technology’s dual-use potential, its security implications, and its role in India’s energy future—touching on questions such as:

  • Can nuclear power offer clean energy without increasing geopolitical risks?
  • How do we balance innovation in critical technologies with safety and ethics?
  • What challenges persist around nuclear waste, public trust, and policy communication?
  • Can India achieve energy independence while preventing proliferation?

Their discussion highlighted that nuclear energy isn’t just about power—it is about policy, perception, and planetary responsibility.
