National Security, Counterterrorism, International Relations, and Public Policy

My doctoral research seeks to critically examine the evolution of India’s National Security in response to the changing sub-conventional threat of terrorism. Over the decades, the nature, scope, and tactics of terrorism in India have undergone significant shifts, challenging established security paradigms and demanding greater resilience from national institutions. The changing nature of terrorism, its manifestation as terror attacks, and the fluid nature of sub-conventional threats have together placed substantial demands on the resilience of India’s National Security System.

This inquiry investigates how the National Security System has evolved to address these changing threats. It systematically analyses the interplay between policy reforms, institutional adaptations, and operational strategies in enhancing the nation’s ability to counter terrorism’s shifting nature and tactics. Particular focus is placed on how approaches to decision-making have impacted the resilience of India’s National Security System.

By integrating empirical analysis with theoretical insights drawn from security studies, public policy, and resilience thinking, this research aims to build a comprehensive understanding of the factors shaping the system’s evolution. Key cases will be studied to note the policy and strategy developments, thus identifying persistent challenges and the state of resilience.

Ultimately, the goal is to propose strategic pathways to further strengthen India’s National Security System. By leveraging the analysis of changing threat landscapes and decision-making approaches, the study seeks to contribute a framework for more resilient and future-ready responses to the dynamic nature, scope, and tactics of terrorism in India.

Gowri Dixit is a doctoral scholar at the School of Law, Governance & Public Policy, Chanakya University, Bengaluru. She holds an MA in Public Policy from Ramaiah University of Applied Sciences. Her research centres on national security and counterterrorism, with a focus on post-independence India.

Her work explores the evolving nature of national security threats and their influence on state responses and policy frameworks. A key strand of her research examines the resilience of India’s national security system in the face of terrorism, investigating the resilience of the national security system.

She has co-authored a journal article on geopolitics and maritime security in the Journal of Contemporary Politics. In addition to academic research, she regularly contributes blogs and opinion pieces on geopolitics, security, and terrorism. She has also presented her work at national and international conferences focused on security studies and public policy.

Gowri was also involved in researching, writing, and organising events for the Subhas Chandra Bose Chair on International Relations. Alongside her research, she has been involved in tutoring for the Chanakya Fellowship in Social Sciences (2023-24 and 2024-25), and she co-teaches Chanakya Foundation Courses on the Interface of Law, Policy and Practice and Global Citizenship.
