Prof. Chetan Basavaraj Singai is a distinguished academic, policy expert, and institution builder with deep experience in higher‑education governance, law, and public policy. He currently serves as Dean of the School of Law, Governance and Public Policy at Chanakya University and is a Member of its Board of Management, where he provides academic leadership, curriculum oversight, and strategic direction. He holds a PhD from the National Institute of Advanced Studies (NIAS), IISc Bengaluru, with doctoral research on university governance, and has advanced academic training from Jawaharlal Nehru University and through the Erasmus Mundus programme in lifelong learning policy. His academic career includes faculty roles at the National Law School of India University, St. Joseph’s College (Autonomous), and service as DAAD Visiting Faculty in Germany. A recipient of the Social Justice Medal from the Ministry of Law and Justice, Government of India, his work bridges scholarship, governance, and institutional leadership.
In addition to his academic roles, Prof. Singai has held several nationally significant policy and administrative assignments. He served as Chief Consultant to the Technical Secretariat of the National Education Policy (NEP‑2020) and was associated with the earlier NEP drafting process under the leadership of Dr. K. Kasturirangan. He has worked as Special Officer, Department of Higher Education, Government of Karnataka, and as Member or Convenor of multiple state and national committees focused on governance reforms, regulatory frameworks, and implementation roadmaps aligned with NEP‑2020. His assignments have also included roles within NAAC‑anchored technical secretariats, advisory bodies on research and doctoral regulations, and committees addressing quality assurance, autonomy, and accountability in higher education.
