Speakers Ms. Nisha Holla and Ms. Surabhi Hodigere presented findings centred on significant shifts in devolution criteria, notably raising population weightage to 75% and incorporating SDG-linked incentives at 17.5%, prioritising SDGs directly tied to fiscal equity. The session also addressed the contentious issue of states penalised for successful population control, proposing compensatory grant mechanisms.
